The Town was informed recently that the Town Documents section of the website was not working properly and was requiring visitors to "sign-in" to be able to view the documents that were uploaded for the public. This is now resolved and those documents should be accessible without any kind of sign in. You may need to clear your recent browsing data to see these changes.
